Hi Rick, If the manuals are to be published as ATA iSpec2200 SGML, then you will need to buy/obtain the specification and DTD set from Airlines for America. https://publications.airlines.org/CommerceProductDetail.aspx?Product=313 Maybe your customer will have copies that they can provide for you?
Unfortunately I no longer have access to any of my previous ATA EDDs and templates. If SGML is the required output then FDK or ExtendScript will probably be essential for the AMM. Maybe even the Structure API. Some of the ATA structures don't play well with FrameMaker objects.
