I agree. I would also switch to FM 2020.
In my experience FM 2019 was more stable than previous versions
and FM 2020 is more stable than FM 2019.

Regarding Insight: That's the software provider from which we buy
our licences.

Version 16, FrameMaker 2020, is the latest shipping version, and there is 
always ongoing development.
So I'd avoid 2019 given that it's already been passed by.
