I'd say Ruttmann's Berlin is essential, and it's on video. Some less canonical pieces may not be available in digital form. The film that came to mind was Nightspring Daystar by David Brooks.
But on second thought, it's yet another example with NYC as the city in question, and while you could do a whole program of those, I'd guess you are looking for more diversity. On third thought, we've responded to "city themed" mainly with "city symphony" and related works, and that's a kinda limited interpretation, yes? What about, e.g. Los Angeles Plays Itself, or more analytical/essay type stuff vs. more formal approaches?
