As far as I know, there is no film stock that is manufactured without the use
of animal based products. In theory, you could make your own and substitute
agar for gelatin as the suspension agent. I have never tried this, but I recall
being told (by Robert Schaller, I think) that agar will not have the same
impurities that work to create electron traps as would be the case with
gelatin. This shouldn't mean that it won't work, just that a film emulsion with
agar would be less efficient than one with gelatin. In cooking, you substitute
agar for gelatin at 1:1.
Likewise, in my experience coating strips of 16mm film with home-made
emulsions, the result is too fragile for use in a camera. Again, don't let that
deter you, perhaps your experience will be different.

Subject: [Frameworks] Gelatine-free emulsion or film?
Hi all!
I was wondering if anyone knows of gelatine free film stock or a recipe to make
your own emulsion without the use of gelatine?
I shoot on 16mm B&W but don't feel confortable with using animal-derived
products. If I could find an alternative it would be amazing.
Any help would be very appreciated.
All the best and thank you
