Well, I would first try and find out what it is.  If it's acetate and smells
like vinegar, putting it in the trash is a perfectly reasonable thing to do.
If it's nitrate and smells like camphor, it's hazardous material and the 
local fire department may be able to dispose of it.

If it's 16mm and it's Kodak, it's not nitrate.

If it's post-1952, it's not nitrate.

If it's not 16mm and it's before 1952, it has a good chance of being nitrate.

Note that large format negatives that look like they are hopeless are often
surprisingly recoverable.
