Just for record, I am using debian unstable with the latest 
vorbis-tools and freeamp cvs head.  

I remember having a similar problem to yours.  I had to make clean,
run autoconf, and rebuild to resolve the issues.

I am currently listening to both streamed and local oggenc rc3 files.
