Yes, it is administrative permission, and no, it has *everything* to do with
permissions on dataset/mountpoint.  You are allowed to run `zfs mount`, but
it's not intended as privilege escalation (you would have to have the suid bit
set on zfs binary, and that's likely very bad idea), and has to follow all
usual mount semantics.
