This is ancient, but still open, and I've been working on cp recently, so...

Bug 1.1: When the destination is a dead link, POSIX expects cp to create the
target of the link.  And as Garrett points out, the -f option only applies “if
a file descriptor for a destination file cannot be obtained”.

Bug 1.2: Still broken in 15.  It works without -R though.
