So the dmesg says it's dual console:
Dual Console: Serial Primary, Video Secondary
which means you should see the /etc/rc.. But clearly you're not. I see uart in
the hints, but not in demsg. There's no device attached to the console.

So, if this box is really old, then this UPDATING entry:
20240715:
        We now lean more heavily on ACPI enumeration for some traditional
        devices. uart has moved from isa to acpi so the hints act as wiring
        instead of device enumeration. Hints for parallel port, floppy, etc
        have been removed.  Before upgrading, grep your dmesg for lines like:
                uart1: non-PNP ISA device will be removed from GENERIC in
FreeBSD 15.
        to see if you need to start including hints for the device on isa
        in your loader.conf or device.hints file. APU1 (but not APU2) boards
        are known to be affected, but there may be others.

may apply. If so, you'll need to add:

hint.uart.0.at="isa"

in your hints file (though that entry isn't clear on that). You have the APU3,
but maybe one with an older BIOS? When the changes went into the tree, only APU
but not APU2 or APU3 were affected, but I have a dim memory of a BIOS update
issue maybe. The above hint is quick enough to type as a 'set' command at the
OK. Prompt. This change wasn't put into 14, I thought, but maybe it creapt in
w/o my noticing...
