Large numbers of machines don't need to be agressively updated if they are
kept inside a secure network and run very minimal services. Some machines
have their OS upgraded only when they are replaced with new hardware. One
common candidate for this is developer workstations for embedded systems,
where the only functions they need to perform well are to run a text editor
and a cross-compiler.
