You should at least install texlive-scheme-minimal but if you don't know
exactly what you need, you may consider texlive-scheme-full ;-)

Next, tlmgr doesn't work.
ls -l /usr/local/bin/tlmgr

../texmf/scripts/texlive/tlmgr.pl
I'm sure that should be ../share/texmf/scripts/texlive/tlmgr.pl
