Ptxdist (www.ptxdist.org) has a difficult time finding things: may be buggy. Can FreeBSD ports be updated on a system whose last update was in late July 2017 (11.1-STABLE)? I was able to build FreeBSD 12.0-STABLE and HEAD more recently (May 2019), but the installation was unstable and unable to connect to the internet. But I still get efibootmgr.
