Of course I could buy a new processor fan (or a water cooling system) but I do not want to spend money before I make sure that is the root of the problem.

Believe it or not, my computer had the same behavoir because
it was very dirty.  It took 3 cans of compressed air
to clean it.   Once clean, it worked perfectly.
