It is solved. ;) I had build Apache as follows: "make APACHE_WITH_MODSNMP=yes"
Removing the mod_snmp directive, and recompiling, caused all problems to go away. The modules are not properly created; hence, after unloading them from config, Apache really trips over their absence.
