My refuse file has: ports/japanese ---
Is the above error an indication that the new portupgrade tool now requires that I download the japanese port - or is there another workaround ?

It looks as if you've really answered your own question.
Two Japanese ports are runtime dependencies for tkscanfax:

And your setup violates this clause:

You can draw your own conclusions. I guess a couple of good questions might be 1] when did I install "tkscanfax"? and 2] at that time, was there a runtime dependency on these japanese ports, or was it added later?
