I had a plain Ubuntu 12.10 install to a blank disk (but kept my home
directory) that was showing this same problem - no folder icons in Thunar.

What fixed it for me was reinstalling:

gnome-icon-theme (3.6.0-0ubuntu2)
libxml-sax-base-perl (1.07-1)
libxml-sax-perl (0.99+dfsg-2ubuntu1)


And installing:

gnome-icon-theme (3.6.0-0ubuntu2)
libxml-sax-base-perl (1.07-1)
libxml-sax-perl (0.99+dfsg-2ubuntu1)

Not sure which was necessary or sufficient.  I did this in Synaptic, but the
command-line way should be:

apt-get install --reinstall gnome-icon-theme libxml-sax-base-perl
libxml-sax-perl gnome-icon-theme libxml-sax-base-perl  libxml-sax-perl
