Attached patches update BUG_URL to point to gna.
I decided to use URL pointing to freeciv project main page and not all the
way to bugtracker. Latter would contain GET parameters and some people may
find confusing. BUG_URL does not appear as link you can click, but as text
user may manually write, after all.
