Details:
BUG#1: when issuing /cmdlevel command for all connections, it stops at the
first connection it cannot set the access level. The expected behaviour
would be to continue to iterate the connections.
BUG#2: when issuing "/cmdlevel basic" (e.g.) whereas you are the first
connection and there is a second connection with hack access, then you set
your connection access to "basic", and the second fails because you only have
basic access. The caller access level should changed at last.
BUG#3: when the first argument isn't valid, then you get an incomplete list
of access levels (it doesn't include the new ones).
The patch for trunk/ fixes the 3 bugs. The patch for S2_1 doesn't fix the
third bug, because it should break the translation stuff... Both patches also
use get_tokens instead of the old messy code.
