"Electric Age" city graphics in the Amplio tileset. There was a poll and

This trivial patch enables them in the default ruleset on trunk (didn't know
if this would be appropriate for civ1/civ2). The new graphics come in with

Can't see any gotchas with doing this -- I tested the fallback for tilesets
other than Amplio, and with a non-"electric-age-aware" client and server, and
everything seemed to work.
