Details:

As discussed in this forum thread
<http://forum.freeciv.org/viewtopic.php?t=5738>, there are some lovely unused
"Electric Age" city graphics in the Amplio tileset. There was a poll and
no-one objected to enabling these by default (although there were only 3
responses).

This trivial patch enables them in the default ruleset on trunk (didn't know
if this would be appropriate for civ1/civ2). The new graphics come in with
Automobile, and the "modern" style has moved forward from Automobile to
Rocketry.

Can't see any gotchas with doing this -- I tested the fallback for tilesets
other than Amplio, and with a non-"electric-age-aware" client and server, and
everything seemed to work.
