Follow-up Comment #5, bug #14151 (project freeciv):
I wrote too soon--I checked on this computer and there was a saved game with
the appropriate situation. To observe the issue, follow these steps:
1. Cancel treaty with Swiss (status becomes armistice)
2. Propose an alliance with the Bengali
