Follow-up Comment #2, patch #1400 (project freeciv):
The leader titles are actually already in English, though since some of the
terms are somewhat obscure it's not really obvious. Headling is the English
translation of Frisian haadling (Dutch hoofdeling, German Hauptling),
stadtholder is English for steedhâlder(/stadhouder/Statthalter) and
potestate for potestaat(/potestaat/Potestat).
And I wouldn't actually make them conflict with the Dutch and the Germans.
The Frisians actually went to war with other Dutch and German fiefdoms, so
having them in the same game with Dutch and/or Germans is not necessarily
anachronistic.
Anyway, fixed the female qualifier (and uploaded the patch instead of just
the ruleset, my bad).
