Details:
Ticket to track work on a first pass at overhauling the in-game documentation
to make it more comprehensive, relevant, and in some cases correct. Based in
part on work various people have done on the Game Manual
<http://freeciv.wikia.com/wiki/Game_Manual> on freeciv.wikia.com.
I'm hoping to get this done for the first 2.2.0 release, although time is now
tight given that time needs to be allowed for translation. Thus, there may not
be time in this meta-ticket for more extensive improvements such as tighter
integration of the help system with the effects system.
