Follow-up Comment #10, patch #1500 (project freeciv):

Probably the same in unit_can_do_action_now(). 

unitwaittime_callback(): It will work as for 'unitwaittime' only values > 0
are allowed (GAME_MIN_UNITWAITTIME), but it will print a strange error
message in that case. I will prepare a patch with a check similar as done in

unit_can_do_action_now(): here only 'unitwaittime' is used which has values >
0 (see above)

Autogames (timeout = -1) are only allowed if unitwaittime = 0
