Follow-up Comment #5, bug #16129 (project freeciv):
Sorry, but Catalans were *independent* until Spain and France joined to
crushed them on 17-18th century. They were a naval power in medieval ages in
the Mediterranean Sea. Now, they are trying to gain independence again ;-)
