something I remembered only now: freeciv 2.2.1 does not include the patches I
checked now (see patch #1706). They are in S2_2 and will be in 2.2.2. So your
bug is caused by something different. Did you try to remove (or backup) the
configuration file and restart with the default values?
The option 'Arrange widgets for small displays' does not change anything. You
have to restart the client to see any effect. Stopping the client is possible
via Game -> Quit.
