Yes, this sounds similar to bug #16100. I can reproduce it (with S2_2
r17748); with assertions enabled, it hits the assertion I predicted

freeciv-server: unittools.c:546: total_activity_targeted: Assertion `!(tgt ==
S_LAST && base == -1)' failed.
I'll look into it.
