Follow-up Comment #2, bug #16250 (project freeciv):

The hex2t seems to be a bit of a mess. There are lots of unnecessary
definitions, like the ones pepeto mentioned. The "t.l0.deep1" especially does
not have any effect since the tileset does not define [tile_deep].

The other ocean sprite definitions of form "t.l0.ocean1" are also not used
since hex2t.tilespec defines layer0_sprite_type = "corner" for all of them.
This means that sprites defined in a form of "t.l0.floor_cell_u000" are being
used. Now because "t.l0.floor_cell_u000" and "t.l0.coast_cell_u000" etc. refer
to same sprites, both deep ocean and ocean look alike.
