Follow-up Comment #4, bug #15652 (project freeciv):
Normally, bug #16467 was affecting contacts neither diplomatic states.
It really looks similar to bug #15439. I bet gavin lost connection and
reconnect, then cannot open the already existent diplomatic meeting. When
using /take, same thing would happen because the client would be in
C_S_PREPARING when receiving the treaties.
