(From patch #1893, where there is some more discussion.)
On trunk, we've now got the possibility of units that can transform terrain,
and units that can transform into other units. It seems like a bad idea to
use the same terminology for both actions. (For instance, in the Gtk client,
we have "Transform" on the Unit menu, and "Transform Terrain" / "Transform to
Hills" etc on the Work menu. This is bound to confuse someone.)
It's easier to think of different names for the terrain action ("terraform",
"convert", etc), but it would be better for existing users for us to keep the
word "transform" for the existing action and rename the new one.
Currently, I don't have any great ideas. If none of us comes up with
anything, I guess the terrain action becomes "Terraform".
