Details:
There's a TRANS comment with a non-ASCII char in client/gui-xaw/diplodlg.c
/* TRANS: The <nation adjective> <ruler-title + player-name>
* E.g. "The Czech President Václav Havel". */
Gettext doesn't like that at all and throws an error when building
freeciv.pot.
