Follow-up Comment #1, bug #17445 (project freeciv):

I don't think this is a bug.

When you have a "better" plant in a city (or the Hoover Dam in your civ), the
"obsolete" plants aren't actually unavailable to build, they're just marked
with strikethrough in the worklist (in the Gtk client) to remind you that you
probably don't want to build them, as they would currently have no effect; but
you can still build them if you really want to (for instance, if you expect
that you're imminently going to lose the city with the Hoover Dam and need to
prepare your other cities).

However, the Solar Plant can have a better effect than the Hoover Dam, since
it can completely eliminate pollution (rather than just reducing it);
therefore, it's not marked in strike-through.
