Details:
This patch adds new module netfile.[ch] currently with one function:
netfile_get_section_file(). This module handles fetching files and pages over
network. It uses libcurl to do that. Libcurl is new mandatory dependency for
Freeciv. Overall discussion about using curl is in metaticket, patch #1845
