In the column '##' the status of the option is shown:
- a '!' means the option is locked by the ruleset.
- a '+' means you may change the option.
- a '=' means the option is on its default value.

A lot more verbose. Some of this is simply because settings have got more
complicated. However, that extra horizontal line can go (it's for the heading
for groups, like "Rarely used options" for "/show rare").
