Follow-up Comment #7, bug #16471 (project freeciv):
Looking the code it seems to me that making the generic fix would require so
big changes I don't consider it feasible at the moment.
Attached untested patch handles Hanging Gardens case by making only one
effect to provide full effect in city where wonder is built.
