Follow-up Comment #4, patch #2597 (project freeciv):

It compiled when 2.2.0 was released, but had got nasty bug making it unusable
during final 2.2.0-beta cycles. I never found time to hunt down that bug and
since then gui-win32 has been completely unmaintained.
So it has definitely been maintained much more recently than gui-ftwl.
patch #2700 has my long-term plans to deprecate these clients if nobody
starts to maintain them.
