Thanks for the patch. Stealing and quick committing for 2.3.0.
(Justification for breaking code freeze: this takes freeciv-modpack.exe from
useless to useful, has a low risk, and at worst should only be able to break
freeciv-modpack on other platforms.

Think this was fixed by Christian's patch #2812.
