Details:
Recent builds of freeciv-modpack.exe from S2_3 crash immediately on startup.
There's some suspicion that it started with the fix for bug #18262. cazfi
reports that it did launch when he tried a build from "a couple of weeks
ago".

Taking the official 2.3.0-beta4 build (which doesn't have the fix for bug
#18262) and setting the HOME environment variable causes it to crash, too, so
it's probably not down to the crosser environment.
