I'm using the premade packages from http://www.gtk.org/download/win32.php . The current gettext package on this site is 0.18.1.1 (http://ftp.gnome.org/pub/gnome/binaries/win32/dependencies/gettext-runtime_0.18.1.1-2_win32.zip) and it also contains a build script which has a patch in it (src/tml/packaging/gettext_0.18.1.1-2_win32.sh).
