Follow-up Comment #1, patch #2841 (project freeciv): The attached diff does _not_ depend on the previously attached one. In addition to the road- and farmland tweaks it takes care of https://gna.org/bugs/?17767 (in fact, it should make tiles with resources prioritised), makes autosettlers less keen on destroying already existing mines and irrigation and also makes them consider ruleset values for fallout, pollution and illness.
