Details:
We want to support reusing existing nations in different rulesets if special
nations are not needed for ruleset/modpack. That can (and often is) done by
including subset of standard nations to nations.ruleset.
One problem with this kind of reuse is that some information in nation
rulesets is specific to default (or similar) ruleset. Most notable problem of
that kind I have encountered with alien ruleset reusing default nations are
city styles. Loading alien ruleset gives warning about every nation that is
defined to have city style not present in alien ruleset.
We do want to keep warning in use for default rulesets so that we catch typos
in nation files. My solution is to add option to main nations.ruleset
controlling if such warnings about individual nation files should be enabled
or not, defaulting to enabled. Attached patch does just that. Default rulesets
are not changed at all, but custom rulesets can disable these warnings.
