Follow-up Comment #11, patch #2997 (project freeciv):

The only really recent change to networking code is bug #18871, I think. You
can test if reverting that helps. I have been staring that change and cannot
see any way it could *break* setup that has been working, though (at the same
time it seems to me that there's breakage that was neither created nor fixed
by the commit)
