Follow-up Comment #1, bug #18922 (project freeciv):
As I said there, both patch #2933 *and* patch #2838 are involved.
The first causes server to fail to start for me (even when server is started
on its own)), the second (after the first is reverted) causes client to be
unable to start the server.
