Details:
As mentioned by Rafał Mużyło in bug #18243, client will segfault if
there's no usable theme at all. Usually there's Freeciv-theme, but we should
handle gracefully situation when it's not available for some reason (there's
no gtk3-themes to be used with gtk3-client when it turns to gtk3-program yet)
