Large-ish cities (around size 16 and up) leave several productive tiles
unused, instead recruiting a large number of scientists. It may be an attempt
to prevent disorder, as when I manually place all tiles, the city falls into
disorder until I change one of the smaller number of remaining scientists,
into elvises.
It hurts my city growth extra hard because I like playing with foodbox=500
(or more). Worse, this behaviour subverts my desire to have "favourite" cities
that may grow unimpeded, while others filling in the gaps are only to take
what tiles are left over. Instead, when the "favourite" city grows, it
relinquishes many tiles, allowing the gap-filler city to take them,
potentially allowing that gap-filler city to grow beyond its target size.
I expected dumb worker placement to place as many workers as it could on
tiles, as happened in 2.1.x, only grudgingly making specialists to prevent
disorder. Using the CMA on all cities is unplayable as I have nearly 600
cities.
r20675 from S2_3 behaves the same, and TRUNK won't even load my savegame (it
crashes with beautiful sound effects).
