Details:

While I have been developing traits, I considered value of 50 to be the
default that I have adjusted math to give approximately same behavior than
before. Also default nations.ruleset has commented out entries that should
document default values set to 50. Now I noticed that TRAIT_DEFAULT_VALUE in
traits.h is actually set to 100. Maybe I have forgotten it that way after some
test, or maybe I considered 100 good default value at some point, but with the
way I've set up codebase 50 makes more sense.
