Details:
As individual nations each are in file of their own, those can be reused
between different nations.rulesets. That's most convenient if nations.ruleset
wants to select just some of the nations, and not all included to default
nations.ruleset.
Use-case currently lacking, and likely to become rather important one, is that
of nations.ruleset that would like to have all the nations that default
nations.ruleset has but different other values (for example default values for
traits) than default nations.ruleset. Nations list of each of such
nations.ruleset must be maintained separately.
Solution for this would be to move nations list to separate file that all such
nations.rulesets could include.
