Follow-up Comment #1, patch #3227 (project freeciv):
Patch. This probably won't apply after inspection period when it's time to
commit. This version shows just what I intend to do, I may need to update
patch just before commit (new inspection period required by the normal rules
would cause it to get outdated again...)
