For diplomats, there are some handy standardised systems of diplomatic rank <http://en.wikipedia.org/wiki/Diplomatic_rank>. We can steal from that. Say, playing a bit fast and loose, attaché/secretary/envoy/ambassador. * (Due to the ban on non-ASCII characters, "attaché" would have to be rendered "attache" in default strings, leaving translators to restore the accent.) I'm less sure of spy ranks (possible source <http://en.wikipedia.org/wiki/Category:Spies_by_role>). Informat, agent, spymaster?
