Details:

This is the list that appears on a city's Happiness tab when nationality is
enabled (as in the experimental ruleset). See screenshot. This is with gtk2,
haven't checked gtk3.

Ideas for things that might help without increasing the minimum width of the
city dialog:
* Maybe not using boldface for owner's citizens (as in the pregame player
list, this burns a surprising amount of horizontal space).
* Can we make the "number" column narrower? Perhaps remove the "#" label? (Add
a tooltip to try to help those who can't work it out.)
* Maybe remove sortability and hence the sort arrows -- is it really
necessary?
* A smaller flag would obviously help.
** (This is one of several cases where Amplio2's larger flags are getting in
my way... I've a mind to try to make flagset choice orthogonal to tileset
choice somehow, but clearly not for 2.4. That would be another ticket, anyway.
