Follow-up Comment #1, bug #19993 (project freeciv):
Another half-baked idea I've had for getting the citybar out of my face
temporarily is some key that while I hold it down, if I move the mouse pointer
over a city bar, it will temporarily roll up and disappear, revealing the
terrain underneath. Letting go of the key or moving the mouse away would cause
it to return.
